I was wondering, if anyone knew, if Shirley from The Bill, was related to Jess from Holby City? ... She reminds me so much of her.

No she isn't.  Holby City and The Bill are fictional series which exist in different hypothetical universes, so they are not like Holby City and Casualty.

Sorry, I meant the actresses in real life, not the characters. I should of said that more clearly!

Oh!  In that case, try www.imdb.com which usually has a cast list of actors for each programme.  There is a search box on the top-left where you can type in the name of an actor or a programme.
