During the editing process they will have worked with the censors to exclude bits with possibly frightening or gratuitous violence or scenes of a sexual nature. It could be that these outakes or "deleted scenes" are present on the bonus disc, and therefore call for the guidance rating.

The special features are subject to the same certification rules as the main feature, so there's probably some mild language. If you compare the UK "Lord of the Rings" discs to the US ones, we miss out on a couple of the Easter Eggs, as the would have gained the sets a "15" rating.
You can visit the BBFC site: http://www.bbfc.co.uk/ and search on "Star Wars" to see which features were rated PG. It will also tell you what cuts (if any) were made to gain a certificate.
