It's just a way of what they call 'padding' in television. It can be rather tiresome. Who Wants To Be A Millionaire used to do my head in with prevarication, but the new 'speed answer' formula has improved it tenfold.
I think if you look carefully most quiz type shows do that. If they didn't they would either have to ask more questions or shorten the programmes. One notable exception is Only Connect which goes along at a fair old rate.
The way the contestants in DOND strut about pointing out to who should open the box, and run over and kiss the person who opens the box if its a low £ makes me throw up.
They are are chosen as contestants from 1,000s who apply for the show, and there are 2/3 interviews to pick the most extrovert people who have a sad story's to tell, showing photos of family, kids etc, a bit like that crap programme of 1 hour makeover show. .
