It's usually the editorial team.
It's down to the editor as to what is the lead story, just as in deciding the front page lead in a newspaper.

Its just sometime the news gives leads to what really is not not so lmportant in the thing of things
The editorial team select possible lead stories but it is down to the editor to make the final choice.

So the editor decides to give lead to the story .Is the editors opinion based on man kinds welfare or the power of government or money .
It's based on what he thinks will be of most interest to his audience

yes, different papers/broadcasters have different audiences so will choose different stories. Not just the lead but all stories. You get to choose which outlet you like best.
Editor always decides, and tonight they chose;
Telegraph and Reuters, - Corbyn
BBC, - Volkswagen
Aljezeera, - Afghanistan

looks like tomorrow's papers mostly go for Corbyn. The Star and Sun lead with Jim Carrey's ex killing herself, the Mail has police chiefs saying they will turn a blind eye to people smoking in cars when it becomes illegal, the Express leads on back pain (must not be any McCann stories around), and the FT has the slump in global equities. All of which is pretty much what you'd expect.

Yes, they are aimed at their audience. My partner buys a paper just for the sport pages.
just spent a week in Greece being rained on every day, ummmm... looks a lot nicer here. At times like this the weather forecast is more important than Isis and Corbyn.
