Do you know the name?

Do you know that name of a programme that aired on children's TV in the 80's / early 90's, I remember it seemed to be dubbed and involved a boy who got locked out of his house with only a towel on and ended up covered in white powder / paint and doing a streak? I think it was Phillip Schofield at the time that was lost for words when the programme finished - very funny!
