Can anyone remember a storyline (Peter Davidson I think), where the episode cliffhanger was as thus: Old white-haired dude: "This isn't me..."(procedes to lift off his face or raise it up, revealing a creepy robot face) "This is me!" I think he was benign though, not a baddy.

Sounds a bit like a combination of memories.

The Master was disguised as the Portreeve ( an old man dressed in white with a white beard ) in Peter's first story as the Doctor "Castrovalva"...

I wasn't sure so I had a look on that Dr who Site.

Turns out it's "Four To Doomsday".

The cliffhanger of episode 2 as thus:
Bigon demonstrates to an astonished Doctor that within his chest and beneath his face there is just a mass of electronics. Holding up a printed circuit connected to his chest, he states: 'This is me.'
