I have purchased a second hand car without road tax can i drive it?

Simple answer - NO.

You can't even park it on a public highway.

If it's not taxed and you are the new registered keeper you are liable for an automatic fine from the DVLA too.

Not sure if this is a windup but just in case you need advice - You shuold have kept section 10 of the V5(log book). Take this with insurance certificate and MoT, and payment, to the Post Office where you can tax it.
