What does T.E.R mean in rerlation to HGV's?

Never heard of TER. TIR relates to the International Road Transport Convention which covers commercial vehicles.
As said, assuming you mean TIR, there is a load of info at

In practical terms, it is not used so much now, what with the EU etc, but it is available to those who want to use it.

Nah, its T.E.R something to do with a vehicle part that is needed for the MOT.
I have been a hgv and psv driver for over thirty years and I have never heard of it

Maybe its just something on the hvg i drive at work then. (Ford Euro Cargo)
just checked with fatboy he thinks you are confusing with TIR as well

It was on the MOT pretest sheet. I still haven't found out myself to be honest. I didn't have to pay for it tho. The company did.....
