golf mk2 non starter

i have a f reg mk 2 8 valve gti that will not start, has good spark, fuel supply, pressure and starter, batt are all good, should in theory start.

it seems to be flooding, the plugs are soaked in fuel, any reason why this is happening?

probably the starter motor
