Just An Opinion.
There have been many reports of the Mobility " Stiring moss drivers" Scooter drivers running into pedestrians, whats your opinion regards the persons that use them? should they have to take some type of test?

We spend quite a bit of time around town and to be honest I have never noticed them being a problem (apart from my MIL) I think a lot this is just intolerance to these people and their mode of transport.

Iggy a test would weed out those people who, by reason of their disabilities, would be unsafe to use one in public, many of the issues that you list are good reasons for a person not to have one!! No one is suggesting anything complex. if they cannot manoeuvre safely, judge speed, avoid obstacles including people and pets and cope with busy pavements and roads then they shouldn't be out on one for their own safety!!
Unfortunately they are designed to be used by just the sort of people who may have difficulty passing tests - would you be happy to take away someones only means of getting around not because they had ever done anything dangerous but simply because they could not pass a formal test?
Person has the right to walk SAFELY on the pavements Iggy, how much damage can be caused by the likes of these Scooters is known by a few that get injured by them, I do not recall stating "Taking their Scooters away from them" what I stated was a Test to prove that they are capable of driving the things safely, but I see some have to twist the opinion. at 4mph they can still brake bones in someones legs / feet or does that not concern you? it seems not.

As these things are going to used on Pavements, Roads and in Shops and other areas where they are going to mix with Pedestrians with various levels of motor skills on two legs, little old Ladies, Toddlers etc, then there should be some degree of skill required to operate one, and not just dish them out to anyone as some seem to be suggesting.
No one is suggesting that all users of mobility scooters are hell bent on causing pain and misery to pedestrians and drivers and that those with additional needs should forever be incarcerated in their homes until they pass 'The Test'.
I honestly do think that at least a familiarisation course should be mandatory for all scooter users, for their comfort and safety and for those around them.

I think you're talking about these monsters of scooters that take up half the pavement TWR. I have used a scooter for over 10 years, a small fold-away that goes in the boot of the car. Never have I run into anyone or over anyone, I have my thumb on the brake at all times. I find the people who have a phone stuck to their ear not looking where they are going, mothers who let their 2 - 3 year olds run riot & 11 year old boys who dare you to run 'em over are a a pest.
I agree that these other big buggers are dangerous on our pavements. A test I don't think so, how would one impliment that then TWR?
