Can anyone tell me why, when the Dartford Crossing was constructed, a 'turn-around' point was not put in place at the booth area in the event of a serious incident in the tunnel?

This would have been so simple. The authorities do not take in to account, not just the cost but, families stranded for hours, no toilet facilities, no food/drink, in what could be a very hot day or a seriously cold day, old people, babies, people who are in need of medication.

I can not believe the stupidity of the authorities, why this is not in place?
There is no possible reason why this turn-around point is not in place. To my estimation this has to be almost 100m wide near the booth area.

I don't know the answer to your question but each side of the crossing has the option to use the other i.e. from the Essex side there is the option to divert traffic off the bridge and through the tunnel; and to divert traffic to use the bridge from the Kent side. Yesterday's incident was unfortunate (and highly unusual) as both the bridge and the tunnel were closed so there was nowhere for traffic to be diverted to.
