i failed my driving test at age 19 and never carried on with it. now, at nearly 40, is it too late for me to try again? i hate driving and don't think i'll ever do it.

Road conditions will have changed, the test itself has changed but it is certainly not unsurmountable. As has been said, the freedom it could give you will be worth it.
Find a good, local instructor on recommendation and just take your time.
Please, if you want to do it, then do it. You will never regret it. Once you have that independence you will wonder how you ever managed without it. I don't actually enjoy driving, but I appreciate the freedom it gives me so much. Besides, if I don't want to drive somewhere, I don't do it.
I don't think you will find it harder than someone much younger than yourself either, because even though you haven't actually experienced driving on the roads yourself (as they haven't either), you've had years of observing other people doing it and all that goes into your head, no matter what.
