DVLA are imposing a fine for son's unsorn vehicle. Son is abroad indefinitely & vehicle is off road. How can I inform DVLA of his absence when they wont allow an appeal or 3rd party explanation.

He has to deal with it, as you say they will only deal with the registered keeper.
You will have to send the letters on to him, or just return them up opened to the DVLA with ' Not known as this address' written across them.

As to the fine already imposed, could he not write from abroad or send you a couple of sheets of otherwise blank paper already signed for you to appeal on his behalf?

Is your son aware of it and has he decided to ignore it?
The post shouldn't be opened should it, unless he's given permission.I'd just return it and say 'not at this address'
They won't allow an appeal he did not sorn his car so that is it end of, he has to pay the fine.
