I park my car in a road outside of the city centre when i go to work. There is small car repair garage there with two gates that has painted 'no parking' on walls either side.This has gradually extended further down the road and several cones have been placed further and further down the road. Does anyone know if this is legal? Surely they would need permission and road markings to impose this?

Your local highway authority (local council if unitary, county council otherwise) will have records of all the TRO's, and are obliged to let you know whether one is in place and what the restrictions are.
I'd still be a bit cautious about hacking off a load of mechanics and then leaving your car outside their premises!
