cleared?!

you drag yourself around all of the scrappys in your area, finally find the bit which you want for your car, you go to ask for it and then they say. Oh now sorry you cant have that yet it hasnt been cleared!!! how annoying! but what does this actually mean? what is being cleared? and by who? thanks!

As above, also sometimes the car may have been collected by the scrapper but is waiting for an insurance guy to give the ok to dispose of it.
