Why do cars not have these anymore, my car is not new, but now I can't plug in my sat nav

For a while now a lot of new cars have offered a 'Smokers Kit' as an extra.
They're sometimes very well hidden!

It's a Fiat panda 2002
This link suggests that some Fiat Pandas have actually got the wiring (and fuse) in place for a cigarette lighter socket, with just the actual socket itself missing. If so, any decent garage mechanic should be able to supply and fit the missing part reasonably cheaply:

So it might be worth a bit of investigation.
...and they are usually known now as "12 volt outlets". My car has two...one in the front console and the other in the luggage area (or boot, as it was once called).
Is there some sort of USB slot?
