The GOV website says inform the DVLA if -
//your medication causes side effects which could affect your driving //

Does that mean side effects which you personally experience ?

OR
side effects that could be experienced by taking the medication ?

I would say it's the second one as the DVLA uses the word "could", in other words, it may not have had an effect yet but it could do in the future.

Definitely the first one. Every medication has a very long list of side effects that could affect driving but most people don't experience them.

Afterall every driver taking most medication would need to inform them , given as said , there is a potential for experiencing a stated side effect
