The seat belt fitting on my Rover has retracted down so it is now solid and short , it was flexible and above the seat base. My wife said there was a loud noise when my daughter's foot slipped under the front seat as she was getting in.
Somebody has mentioned it could be some sort of safety device which needs re-setting.Have had a quick look but can't see any where to re-set etc.
Any ideas please?

I would guess that it's the auto-tensioner on the seatbelt stalk. It's part of the SRS system and it retracts during an accident to take up any slack in the seatbelt to reduce body movement.
I can't remember if they can be reset or if you have to have a new stalk fitted. Ask at any Rover/former Rover garage. Good luck!
if it is it the buckle, the pretentioner has fired and needs to be replaced...
if it is it the the seat belt retractor it may have been knocked or kicked off balance, seat belt retractors sit at a certain angle when fitted in the vehicle and lock with sudden movements or movement from original position, try this before checking pretentioner and other saftey systems.
