If they are the careful type, they will have a separate note of the vehicle number and the serial number of the tax disc, and they will be able to amend the number. Touremans advice will work otherwise, but if it goes wrong, you will have lost the opportunity to pay the reduced rate.
Not all issuers accept the reduced rate after an appeal has been made, though it really depends on what you refer to as reduced.
A lot of places use several levels of reduction (i.e �30, in 7 working days, �40 after and then up to the full amount �60 after another period). According to their paperwork our council doesnt accept appeals at the lowest amount.
If this was a ticket placed on the car then the ticket is void, they can't amend it to correct the registration though their back office may input the correct registration (if the warden noted it) so that they can trace you, so you may get further notices relating to the ticket.
