Can a camera flash on a defult when you are travelling under the spead limit? If so will the athorities be able to tell this and then not issue a ticket?

Not as far as I know. They are preset to the speed limit on that particular road. The accuracy can be checked against those bar markings on the road.

yes it can I was in a traffic jam on the m11 where there was a speed camera and it flashed twice and all traffic was doing about 5mph
