First time insurance.

Hi, my brother is going to buy his first car tomorrow, he is 29 and has been driving a company van for 4 years with one minor accident. He is looking to by either a second hand Golf [approx 2-3 years old] or a brand new Fiat Grande 1.4. My question is, what is the best company to get insurance with with these details? The car will also be alarnmed and be parked off road in a private car park. TIA
