hi is there a type of car insurance where the owner of the vehicle can say who can drive the car and they can drive it with their permission?

I have done research into this, what it is...if mr X was FULLY COMP on his car then he can drive mrs Y's car only with her permission and if she too is fully comp, however if mr x crashs her car then its only covered under Third Party, so its insured but they will not pay for damage on mrs y's car, etc etc you know the score with third party
