Emissions and road fund licence tax

In order to pay less road sund licence (road tax) on an older car that has low CO2 emmisions and is kept in good mechanical order:-
Is there anything that you can do to a petrol car that was manfactured on or before 1 March 2001 that would allow an older car to have reduced CO2 emmisions and therefore qualify for lower road fund (road tax) ?
It says on the DVLA website that there needs to be something on the registration document to prove it somehow, registered on the basis of CO2 emissions measured in grams per kilometre (g/km) driven, anyone know what exactly this information would be?
