Would a Bus / Coach - registered in 2004 , be required by law to have a seat belt fitted for the driver's seat ?

I think it became law for buses and coaches in 1998, so 'yes'.
No bus that I have ever driven has had a seat belt fitted for the driver. (All the coaches have though)

I discussed it with a mechanic who doesn't think that a bus with standing passengers has to have one.

There is a certain logic there. The driver should be made to feel that if his passengers hit the windscreen, so will he!
