does anyone know if there is a time limit on receiving penalty notices. We have to pay within 28 days so should we receive the notice within 28 days?

I am not sure on parking fines but on speeding tickets you must hear within 14 days of the offense and I would guess there would be a similar restriction for parking tickets

The important thing is .... Is the ticket from the council or a privately run cark park or where ever

If the ticket is NOT from the council then it is an invoice not a fine and as such is non enforceable and you do NOT have to pay it !!!
I'm glad you've made this point up4it. My dad was saying that if you get a parking fine from a non official parking warden then you do not have to pay it.

So if its not from the council I don't have to pay it. Thanks for explaining this.
