Parking restrictions

A road near me has marked parking bays with pay and display machines. At the end of the road there is a single marked parking bay on its own, then a small gap where there is an entrance, then the other parking bays. At one end of the single bay, on the pavement is a restriction sign, telling you when charges apply and saying 'Pay at Machine'. The thing is, an arrow on the sign points away from this single parking bay, towards the other parking bays. Can the restrictions be enforced onto the single parking bay as well as the others, as the arrow is pointing away from it? Thanks, Liz

I may be wrong but it is my belief that the arrow on the sign is simply pointing you in the direction of the pay machine!!
