Free reg check

Does anyone know of any websites where you can check car reg numbers, i.e to see if the vehicle is insured etc?
I remember using one not long ago but the name of the site has evaded me. I've had a look on google, but it's only managed to find sites where you have to pay?

You can also make a DVLA Vehicle Enquiry to find out what information DVLA holds on its database about a vehicle.

the other site (askmid) only says its insured, not who with or who can drive..

"insured etc." means more than just insurance details.
