government scrapping scheme
have ordered a new car under this scheme only to be told now that they cannot supply the original colour and it will cost an extra 400 pounds can they do this

The fact is that you have to be absolutley stinking rich or stark raving mental to buy a new car. They'll knock 2 grand off at the drop of a hat anyway so all that's happenned is they get a grand of that back from the goverenment, ie the tax payers. Wait 12 months and buy any new car you like at half price anyway, tada!
If you have everything in writing, including the colour originally ordered, and have entered into a contract to that effect, and paid a deposit, then the answer has to be no.
However, you're very vague with the details given. I take it by "they" you're referring to the car dealer?
Also, �400 is about the amount a dealer would charge if you specified metallic or pearlescent paint as an extra, not as standard. Which is it?

Are they saying they made a mistake by not charging you for the colour you requested - it's not lack of paint if they can do it for �400 is it?
I've just ordered a new car with scrappage and the salesman had a job to charge me for the colour I wanted but he persevered and eventually got the software to add the extra cost (I did tell him not to worry about it!) .
Your salesman may have had the same problem and it was spotted later hence, the demand for �400. Still tough if they've offered you the goods and agreed on the price already.
