It will never happen and even if it did, it would be un-policeable (if that's a word). There are lots of casual cyclists, like myself, who only go out occasionally and who would just risk not having insurance for the few times they went out. I think they need to have insurance, but if they need to be registered on the DVLA to do so then they should be nil rated.

There are cars that pay no road tax, so I cannot accept that cyclists should.
probably but almost impossible to administer. You'd basically have to have a DVLA for push bikes and al the attached paraphernalia.

Nobody pays road tax it was abolished in 1937.

Thanks for that valuable contribution, Sigma.
But the point is valid, if you pay tax you pay for the upkeep of the roads, insurance however is a different matter.
No.
It will never happen and even if it did, it would be un-policeable (if that's a word). There are lots of casual cyclists, like myself, who only go out occasionally and who would just risk not having insurance for the few times they went out. You would have to have different levels of insurance for adults and children and I foresee premiums being prohibitive for children, in time. This would potentially affect the fitness of our children when the Gov't are trying to encourage them to get away from sitting in front of screens.

Aren't we taxed and insured to the hilt? Lets just keep this one piece of freedom.

Sigma is correct!

Main article: Vehicle Excise Duty
In the United Kingdom owners are required to pay Vehicle Excise Duty, which is paid to the government for a vehicle licence (or tax disc), which must be displayed on most motor vehicles used on public roads.[8] Since 1937 there has been no direct relationship between the tax and government expenditure on public roads.
I agree with Zacs.

Yes.
Impossible to monitor, some people use a bike once in a blue moon and some every day, also what about children?
I covered that too Khandro.
I didn't spell it out like you did but zacs you are correct, it may feed the ire of the motorist but in reallity it's not feasable to implement.
