they have sent me the forms again telling me it is illigal not to inform them who was driving, but i dont know who was driving and i dont know what to do

You still have a legal duty to identify the driver, and if all else fails you will have to take responsibility and learn from it. Imagine that something serious had happened, like a child being killed. In the unlikely event of a witness taking the car number accurately, it should lead to the driver being traced. The usual procedure in companies that run 'pool cars' is to keep a log book showing who was driving at any time. The keys are signed out and signed back in. This is usually done meticulously, even if only to avoid the cost of speeding tickets falling on the company.

if you dont identify the driver, then you as the registered keeper will be held responsibility for the fine and points,by the way how can 6 people have access to drive your car,are you mad, personally,i think you are trying it on,trying to avoid the punishment, but believe me it wont work.
This might help, if you can wade through it

I'd force the issue, remember the case of a high ranking police officer in the Middlesbrough area who couldn't remember which member of his family was driving his car? One law for them one for us. Stick to it and hold out.
This has happened locally - BMW dealership - they got away with it, but there is no way they should have done.

I feel strongly that one anyone has declared a certain number of drivers were possible, six in your case - EVERY ONE OF THOSE Drivers should be issued with a fine.
Wellard, that would be a 'legalised' miscarriage of justice.

Five of those drivers would be innocent. How would you feel if that were you?
I will publicly declare that Wellard can have unrestricted use of my car whenever he wants it. See how he feels when he gets a fine and 3 points!! ;o)
