'The River' by Bruc Springsteen is one, as is 'If You Could Read My Mind' by Gordon Lightfoot. I could list songs all day, but these came to mind straight away.
I love 1964 by New Order, doesnt make me cry but i shudder a bit.
Coldplay's 'Fix You' always makes my hairs stand on end

On the "guilty pleasures" side, Slipping Through My Fingers by Abba always gets the hairs on the back of my neck standing up, as does Freiheit's Keeping The Dream Alive. Heh heh. Good job I had no credibility to start with, eh? ;-)
