What is this song about? I've been listening to it, and I'm assuming that with the Bogart reference in it, it's probably about falling for a woman in Morocco (Casablanca). Can anybody confirm/clarify/help?

Wasn't it fully titled "Saigon: the year of the cat". Thought that might have some bearing, but maybe I got the wrong end of the stick, oh well, it will be interesting to find out.
