Is there any CD out there with JUST Manchester bands/ Music on?

try local independent record stores - they'll often promote local bands. for example, a record store near where i live once put on a gig of several local bands (all unsigned) and then took a track from each band's EP to put into a compilation. it was a really good night, actually, and the resulting CD is an eclectic mix of good songs by bands whose gigs i frequently go to.
Also, look into the Manchester based record labels, for example Grand Central Records etc. 

Don't know of any with JUST Manc bands on but the soundtrack to 24 Hour Party People is mainly Manchester bands (Happy Mondays, Joy Division, New Order, Durruti Column, 808 State, A Guy Called Gerald and The *********). There are tracks from the Sex Pistols, The Clash, Moby (with New Order) and Marshall Jefferson though.

Also, it's not quite what you're after but Terry Christian host a show on BBC GMR every Wednesday at 7pm that plays almost exclusively music from Manc artists (past, present and a fair few unsigned bands) I think it's available online if you don't live in the GMR region.

Clue: A tribute band might call themselves 'The Buzzcooks' !!
