Why can't some people keep a beat?

Because a sense of rhythm is something you are born with - or not!

I have seen enough people who would like to be drummers playing kits at drum conventions, and you can just see that they haven't got it, and never will have it. Likewise, the ones that have it, it shows straight away.

Also, its possible for somone to be 'tone deaf', and not know it.
