i am looking for a track down in the late 80's about 1989 the track was by silver bullet and was called 20 secounds to comply.

Remember it well, it was indeed 1989!  Apart from the single, it was on his own album, marvellously titled "Bring Down the Walls No Limit Squad Returns".  These show up on EBay every so often.  But in terms of getting it now, it was on the Lo Fidelity Allstars mix album "On the Floor at the Boutique" from a couple of years back, should still be available.
