I've been watching some of the Brass band competitions in the National Eisteddfod which are divided into classes.How are the classes defined?

Think of it like football. There are 5 classes or sections in all, the top section is known as the championship section which is the equivilent of the premiership in football. You then have sections 1, 2, 3 and 4 with 4 being the lowest standard. Beyond this, there are bands who do not take part in competitions which are like the sunday afternoon clubs.
The sections are defined by the standard of the bands performances during a national competition where all the bands in the same section play the same piece of music at their local competion throughout the country and the bands can be promoted and relegated just like in football.

However, I believe there are two different bodies and that this is only the main one. This is certainly the only system I've ever heard my brass banding friends mention.
