Brits - song of the last 25 years

The shortlist for this award contained Wuthering Heights by Kate Bush and We are The Champions by Queen - can someone tell me why these were included as they are both more than 25 years old. And was the Will Young track on the list as a joke? (no offence Will, but come on!)

This came up on Radio 2 when they first asked you to vote. It is not the best song of the last 25 years, but the best song of the first 25 Brits. Apparently the first few Brit awards were held every 2 years, so the first 25 Brits covers something like 30 years.
