The sport has to have rules, it's as simple as that/ Those who break the rules shouldn't be deserving of the title, so why should they fight ?

No, it is regulated, and conor broke these rules, by clinging to the cage, grabbing his shorts, elbowing in the head whilst on the floor and by slapping. This is why he is not fit for UFC.
