If I was getting grief through emails etc....I would just use one of my other accounts...or I would delete the emails without reading them.

You have to be careful what info you give out. One ABer gave their address to another ABer who then gave that address to me...

Very simple JTH an e-mail from the Ed that they are looking into this and if they tie everything up with what has gone on, then the Banning of that person. Though of course they could come back through another door as long as they set up a new IP

There is a huge difference between the council case and AB.

There has been slanderous comments on Twitter about real people in their professional capacity and about the Council as a whole. It is obvious the person making the comments is an 'insider'.
There is a direct relationship between the Council and the Twitterer and it is very likely the Twitterer is in breach of contract or is committing a serious breach of his employment terms.
Real people have suffered real consequences as a result of these Tweets.

Here on AB we are all (or should be) anonymous. Nothing said here about me can possibly affect my real life. No threats to my life can be taken seriously because no other user knows who I am. As nobody here knows me I don't give too hoots about any comments aimed at me. I can choose to take offence, if I wish. I don't.

There is no comparison between the OPs 'stalker' and that Council's attacker.

I'm not sure an insult in private correspondence can be libel. Does a libel not have to be published or in the public Domain? There is no damage to your reputation if only you have seen it.

And expecting the Ed to take sides in a private dispute in emails is ludicrous in the extreme.
If the emails are threatening, or causing harassment, go to the police. Or block the sender - easily done.
