Why has it took 17 years to even gain an independent report?

Plus the fact is why does it take an inquiry 9 months to come up with an independent report to put before Defence Secretary Liam Fox?

Perhaps even then it will take a considerable time before necessary action is taken, that may hopefully finally clear these two dead pilots of gross negligence?

This whole event is a disgrace and to blame the pilots was utterly shameful. The crash was obviously caused by faulty instrumentation however the MOD would never admit to having bought a pig in a poke that led to two brave young men being pilloried in death.
Shameful.
