As an ex-cop I have never heard of this other than when a motorcycle is ceased due to the rider having no insurance. If the bike is not reclaimed within a set time period, then it is more often than not sold at auction. Sometimes they are sent away to a breaker's yard to be dismantled or crushed.
I fail to see why you think that a motorcyclist caught in this exact same scenario would have his bike ceased and crushed whilst a car driver (rich or otherwise) would be allowed to go on his merry way. As far as I can see, this has nothing whatsoever to do with '… one [law] for the rich one for the working class...”.

Vehicles are not confiscated and crushed as a matter of course, they may be confiscated and sold at auction if unclaimed. They are only crushed if they are close to scrap anyway.
