A hate crime is:
“Any criminal offence which is perceived to be
motivated by hostility towards a person’s race or
religion or perceived race or religion, by the
victim or any other person.”

If you think this is a hate crime then prosecute the artist.
Of course being able to prosecute on such a broad basis is despicable. The wording should be:
“Any criminal offence which is perceived to be
motivated by hostility towards a person’s passive
characteristics, by the victim or any other person.”
Other crimes should be covered by harassment, assault, slander etc.
