Why is it that when a case such as this one is under investigation pending a trial, newspaper web sites always add a foot-note that no reader's comments can be accepted for legal reasons, yet there are no such restrictions on internet sites such as AnswerBank?

Because this site is moderated. If any was posted that prjudiced a trial it would be instantly removed by the Ed or his many helpers. Newspapers tend to get thousands of posts which cannot all be read. Many newspapers use external discussion forums such as 'Disqus' which seem to have little or no moderation.

Because they are scared that a comment will name the bloke and if it does the Mail, or whoever, will be deemed to have messed up the case and be held in contempt. Remember the Mail has the most high profile news site in the world.

On Answerbank there is no editorial comment and be the Ed who I presume would soon delete any comment. Also, forgive me for saying ed, but has a lower profile than most newspapers.

Because the news media has officially and specifically been ordered not to publish any other information about the arrest - this extends to its online edition and the comments.

There is no such order for blogs, forums or other websites.
