To send people back home you need the consent of these foreign countries. Most of the countries are poor and would be a burden on their penal system. Even if they would accept them they probably ask the prisoner if he would like to go. Because many of them have family commitments over here they say get stuffed.
No we do not want him which is why he was previously deported.

He returned in 2007 on a 5 year VISA, so that must have expired by now. How can he not be legally deported?
No, we don't want him - and he should be deported - but if he has previously been deported, I wonder how he subsequently obtained a visa to return?
probably the same way he got the first..
Obviously the countries of origin of these criminals don't want them back
