David Cameron seems to think so, However Obama is reluctant to get his hands burnt and is trying to extricate himself from Aghanistan rather quickly.

So what other person than Obama is fit to lead the conquest?

and do you see anyone from these countries say thank you Britain, no you don't, the usual response is get your western backsides out of our country.
If you remember (perhaps you don't) the British and French leaders went to Libya and were warmly received by government and people. Libya is not ruled by a dictator now and there is no reason to suppose that it will be.
An issue may well be a world wide problem. Doesn't mean the best course of action is to go there to someone else's country and enforce your solution, even if you were sure it'd work.

As I understand it Algeria is already peeved with us for offering help with what they consider to be their problem. Let the politicians and diplomats work out the best course.
Don't think anyone is suggesting "enforcing" anything.
I believe, "getting involved", implies that. If one send troops somewhere it's not likely to be to wish the locals "good day"; one either leaves it to the local nations or one doesn't. Offers of advice are not unrarely interpreted as colonial interference, as some can not let go of the past to accept offers of help for what they are.
