You seem to be unable to distinguish between ethnic minorities and minority groups.
A minority group is one which does not have a majority representation such as disabled people, homosexuals, lesbians, older people. Non of those are ethnic but they are not the majority of the community.

In fairness to baz, this over reaction to a perfectly ordinary recruitment ad for Wiltshire Police may be caused by hysteria, medication or some sort of hormone imbalance.

That is what it is all about really, skin colour, not minority groups, or ethnic minorities.
Some in this majority white country will not be satisfied until those of a different skin colour (mainly black) get their own police force.
If it is a proportional ethnic minority police force we are looking for, then this should be representative of all the nationalities we have in this country, English, Scottish, Welsh, Northern Irish, Afro Caribbean, Indian, Chinese, that is before we start on all the white Europeans that are now in Britain.
If it is to be representative of minority groups, then that should include Heterosexuals, Homosexuals, The Elderly, the Disabled etc, etc.
No none of the above, we should have a police force that is selected from those who most qualify, and possess the correct skills, instead of making belonging to certain groups part of the advantageous qualifications on a applicant's CV.

AOG, where is it suggested that there should be positive discrimination, that candidates of one skin colour, religion, sexuality, age group, or anything else, must be chosen over others who represent the majority in this country? All that the wording suggests is that the organisation wants to encourage those from minorities to apply, when it seems that at present they are not applying. Do you think that that is unwelcome?

How do you know they aren't? For instance, aren't most police in England white English, most police in Scotland Scottish, most police in NI Northern Irish?

Yes. That is the foremost criterion in any recruitment process.
The question is, when you find multiple applicants who are identically well qualified, what other criteria should you then address.
In the absence of something better, in the past that was inevitably 'pick the one most like us'
So let's not pretend that this new approach is somehow an unfair alternative to a preceding process of fairness and the pursuit of excellence
