"it's being ''strongly considered'' a terrorist act, according to the home secretary, based on the reports from the law at the scene. "
Sure. But why? What are the criteria for an attack to be considered terrorist.
Correct me if I'm wrong, but it seems to have been largely spontaneous - they randomly targeted a man because he was wearing a 'Help for Heroes' t-shirt. That's also where they stopped - there wasn't the same 'kill as many as we can' attitude one would normally associate with a terror attack.
In fact, one also chose to record his message spontaneously to a passer by who for some bizarre reason decided to film it - not in a video beforehand, like most attacks we hear of.
I mean, on the other hand, I guess they were driving around with a car full of knives, but still. I'm just wondering what exactly the criteria of a 'terror attack' are.
