I agree with vhg. Apathy (lack of any real punishment) and fear of reprisals is probably why some crime is not reported.
This is partly because it's unreported, I suppose -- but even so there is little reason to believe that unreported crimes are any more common than they used to be.
What I would like to know is: has the Police force really been reduced? Exactly how much money has been spent so far on the new Police Commissioners up and down the country. Our man in West Yorkshire keeps asking for more and so far we (the council tax payers) have funded 40 front line officers PCSO's his office and a deputy prob about 6m to date.
I was a victim of identity theft through a bank's incompetence. When I reported it to the police they explained that it wasn't a crime against me but against the bank so it would have to be reported by them. Strangely the bank thought that I had deprived them of well in excess of £ 35,000 and wanted me to pay it back, how does that work. It certainl felt like a crime against me? All sorted out eventually, bank closed the account and gave me some money for my trouble. So no crime at all, wonderful.
