It would work, at a cost. Research years ago showed that severe punishments were a deterrent in minor offences, apparently because most people are law abiding and are also mindful of the consequences . I think the peanlties should be doubled for motorcyclists - they have only half the number of wheels on terra firma, so twice as dangerous.
Also, they are twice as antisocial. There were a couple of them having a barney outside my house last night about who cut in on who first, and who hit who first. How am I supposed to sleep?
It might be simpler just to ban motorcycles. Unlike HGVs they don't contribute materially to our society except for pizzas.

I often feel that road rules, such as speeding, aren't taken very seriously, I've seen a lot of accidents over the years and been on public transport where there have been a number of very near misses, assisted a cyclist who was hit by a car just the other week and seen a cyclist dead on the road after being hit by a car. Similarly incidences of road rage. There seem to be incidents almost daily in the local news, be it speeding, careless driving, distractions such as mobile phones...
I don't drive and, must admit, having seen a lot of what I have, it puts me off driving. Too many idiots about who think road rules and things like drink driving, using mobiles and other distractions don't apply to them.

Regarding traffic measures, it's speed bump central on some of the roads round here - mainly the longer straighter roads where joy riding would be more common - I remember coming home after having my gallbladder removed and the taxi driver didn't seem to understand enough English to get "please avoid speedbumps" - he may have got it when I was almost screaming in the back though!
The speed bumps don't stop them though, you just hear them on other roads which are probably more dangerous or in the park. Tends to be a lot of motorcycles or those quad bikes and such round here - you can hear them often of a night, sometimes followed by police sirens but usually not.
