Cameras which monitor entire shopping streets or public car parks and so forth, okay, they will be local authority owned, i.e. state funded.
But there was never any state-run effort to put the general public under camera surveillance, big-brother style.
It may be perfectly normal paranoia to believe it was so but that's normal and nothing to worry about.
The former USSR definitely was controlling and paranoid but that was just because it was such a travesty of socialism that people brainy enough to realise it but too daft to keep their mouths shut about it had to be detected and caught quickly.
